Operation Breakthrough is a Hong Kong registered charity run by current and former police officers that uses sport, including rugby, as a medium to help at-risk local youngsters. Participants are referred to the program through social workers, who also attend the sports sessions. There are currently 12 sports and around 500 boys and girls involved, with rugby being the largest single section with 100 youngsters aged 13-18. In November 2012 Operation Breakthrough won the Community Programme of the Year Award at the International Rugby Expo in London.
